Description of Bug/Problem:
- Purchasing Level 1 of Quality Joe skill and then quitting the game results in the skill reverting back to Level 0, resulting in a net loss of skill points.
- Purchasing Level 2 before quitting prevents loss of skill level.
- Occurs during Multiplayer (Dedicated Server) and Singleplayer games.
- Occurs after validation of both client and server files and post-validation new worlds.
